In 1960, Republic Act 4335, created Pangasinan College of Fisheries(PCF) to provide technical education to the fishery sector in Pangasinan. Since 1997, PCF has been under the Technical Education and Skills Development Authority (TESDA) pursuant to Republic Act 7796 known as the “TESDA Act of 1994”. As a TESDA administered school, PCF has promoted quality education and skills development programs in Pangasinan area.
Since then, the National and International Labor Markets have evolved and expanded with an increasing demand for skilled workers in trade and industry tourism, information technology and health services. To meet these challenges, PCF has began to widen its horizon and is prepared to further enhance it’s course offering to answer the labor market demands. That’s why there is a need to rename PCF to Pangasinan Technological Institute (PTI) in order to truly & accurately reflect its mandate to provide Technical education and Skills Development, not only for the fishery sector but for other fields & industries.
So, by virtue of Republic Act No. 9798, Pangasinan College of Fisheries is now renamed as PAngasinan technological Institute (PTI) which was signed into law by Pres. Gloria Macapagal Arroyo last November 20, 2009.

Basic Requirements for TESDA Courses:
- At least 18 years of age
- At least High School Graduate
- Copy of NSO Birth Certificate
- With good moral character
- Undergone a pre-training assessment
- Can communicate both orally and in written form
