Eastern Samar State University (ESSU) is an institution accredited by TESDA that offers Technical and Vocational Education and Training Programs (TVET) under the Technical Education and Skills Development Authority (TESDA) and the Commission on Higher Education (CHED).
The Eastern Samar State University first came into being as Eastern Samar National Regional Agricultural School (ESNRAS) on February 14, 1960 through RA 2434, offering secondary vocational agriculture education. It started offering tertiary level education in 1973 when the school was converted into Eastern Samar Junior Agricultural College. As ESJAC the college first offered a two-year course in Associate in Agriculture, and then later a 4-year curriculum in Bachelor of Science in Agriculture with specializations in Agronomy and Animal Science. The school then became the Eastern Samar College of Agriculture (ESCA) and continued offering degree programs in agriculture with additional majors in Agricultural Engineering and Agricultural Education aside from the two previously mentioned. In May 18, 1983, by virtue of Batas Pambansa Blg. 394, ESCA was again converted and became known as the Eastern Samar State College (ESSC). With this conversion ESSC expanded its curricular offerings to include courses in education, engineering, business and commerce, law, and post-secondary 2-year technical courses.
With the passing of Republic Act 8292, CHED-supervised Higher Education Institutions (HEIs) in the province were integrated into the Eastern Samar State College and ESSC then became the ESSC System with three external campuses in Guiuan, Salcedo and Can-avid. ESSC Borongan remained as the main campus.
On August 7, 2004, the President of the Republic of the Philippines, Her Excellency Gloria Macapagal Arroyo, approved and signed Republic Act No. 9312 converting ESSC into Eastern Samar State University integrating therewith the Maydolong National Agricultural School in Maydolong, Eastern Samar. The ESSU System therefore, now consists of five campuses strategically spread along the length of Eastern Samar, to wit: ESSU Can-avid in the North; ESSU Borongan as the main campus; and to the south are ESSU Maydolong, ESSU Salcedo and ESSU Guiuan. Course offerings in these campuses are diverse in answer to the demands of the clientele in the service areas.
Eastern Samar State University or ESSU has consistently and aggressively performed its mandate to provide quality higher education to Eastern Samareños and their neighbors. As the province of Eastern Samar strives to outgrow its label as one of the most depressed areas of the country, ESSU today by virtue of RA 9312 accomplishes the valuable task of human resource development through its instruction, research, extension and production functions.

- At least High School Graduate
- Copy of NSO Birth Certificate
- With good moral character
- Undergone a pre-training assessment
- Can communicate both orally and in written form
