Philippine Seafarers Training Center (PSTC) is an institution accredited by TESDA that offers Technical and Vocational Education and Training Programs (TVET) under the Technical Education and Skills Development Authority (TESDA) and the Commission on Higher Education (CHED).

The PHILIPPINE SEAFARERS TRAINING CENTER (PSTC) is the brainchild of CAPT.WILLIJADO P. ABUID (+). It was his ambitious response to the increasing demand for quality training among Filipino seafarers who aspire to find employment onboard international trading merchant ships. PSTC was officially registered with the Securities and Exchange Commission (SEC) on March 18, 1983. It was subsequently licensed and authorized by the Maritime Training Council (MTC) to offer training courses in accordance with national standards which are firmly adherent to the guidance of International Conventions and recommenda- tions promulgated for seafarers by ILO and the IMO.

Capt. Abuid, then a recent retiree CPO of the Philippine Navy was a pioneer member of Technical Working Group (TWG) for National Seamen Board (NSB) in mid-seventies as one of the enabling arms of government in the promotion of qualification and employment of Filipino Seafarers in the global maritime labor market. He was also part of original group of dedicated men who initiated discussions and study on the approach to the creation of a National Maritime Training System which was then foremost in the mind of the late Hon. Blas F. Ople.

He has left the legacy of bringing maritime education in greater heights. Being a bright student during his time, another scholarship sent him to Japan to study Nautical Education Administration. With much exposure in military education and maritime training in the United States, he served as maritime educator and trainer at De La Salle, Adamson, FEATI, PMI, and PMMA. Because of his valuable contribution to the maritime industry, among his awards include ” Order of the Owl ” (Best Instructor) and “Rifle Marksman”. On 2004, Capt. Abuid was conferred the Outstanding Seafarer of the Year Award (OSYA) by Pres. Gloria Macapagal Arroyo during the National Seafarers Week held at Quirino Grandstand.

Basic Requirements for TESDA Courses:

  • At least 18 years of age
  • At least High School Graduate
  • Copy of NSO Birth Certificate
  • With good moral character
  • Undergone a pre-training assessment
  • Can communicate both orally and in written form
