It is strategically located at the heart of Pagbilao, which is tagged as the Power Capital of Southern Tagalog. The main building houses four lecture rooms, six laboratory rooms and a library. The offices of the administrative staff are located at the ground floor: It has a basketball court at the right side of the Administration Building where students of CVE hold their Physical Education classes.
It was granted its TVET certificate on April 2001 after passing all the requirements of the Technical Education and Skills Development Authority. A Full blast work on the accomplishment of the requirements for the opening of the college department with Bachelor in Elementary Education, Bachelor in Secondary Education and Bachelor of Science in Business Administration as initial course offerings was done in the month of April 2006. The CHED HERO IV office gave the go-signal to offer the said courses in June 2006. There were ten pioneer students (three for BEEd, three for BSEd and four for BSBA) who enrolled. The enrollment in the Technical and Vocational Department mounted to one hundred twenty-three (123) students, a sign that CVE is moving towards the realization of its vision.
