Kapalong College of Agriculture, Sciences and Technology is an institution accredited by TESDA that offers Technical and Vocational Education and Training Programs (TVET) under the Technical Education and Skills Development Authority (TESDA) and the Commission on Higher Education (CHED).

It is the policy of the state to protect and promote the right of all citizens to quality education at all levels thereby giving priority to education, science and technology, arts, culture and sports geared towards fostering patriotism and nationalism, accelerating social justice and promoting total liberation and development of its people.

In consonance to the aforementioned mandate, and seeing the much needed establishment of a higher education institution in the Municipality of Kapalong that would cater to the great demand to accessible, affordable and quality education, the Local government of Kapalong, Davao del Norte, under the authorship of SB Helario T. Caminero, Ed.D., enacted Municipal Ordinance No. 423 on April 20, 2005 which paved the way to the opening of the Kapalong College of Arts, Science and Technology (KCAST).
