Bearing in mind the friendly relations existing between the two countries and their people, and mutually recognizing the benefits that can be derived from closer cooperation in the field of industrial skills and technology, the Government of the Republic of Korea and the Government of the Republic of the Philippines agreed to jointly establish the Korea-Philippines Vocational Training Center, Davao in Davao City, Philippines. Said Agreement was signed by the representatives of the two countries in Seoul, Korea on June 3, 2003.

Generally, the objective of the Project is to contribute to the skills development of the Filipino workforce. Specifically, the project aims to:

  • train and educate skilled manpower necessary for the agricultural and industrial development of the Philippines and to contribute to the regional development of Mindanao;
  • provide training opportunities in various technology skills to farmers, farmers’ children, cooperative farm workers, the unskilled corporate farm workers, the women, the financially underprivileged, the unemployed and the retrenched workers;
  • provide upgrading training to agricultural professionals, technicians, and agriculture based workers to meet the need and the skills requirement in support of the agricultural sector.

In accordance with the Agreement of Economic and Technical Cooperation between the two countries which was signed in 1983, the Korean Government provided a grant aid of US$5 million for the implementation of the Project which included the construction of the Center at the TESDA Regional Training Center Complex in Davao City, the provision of equipment, training of Philippine trainers in Korea and the dispatch of Korean experts to the Philippines.

The implementing organizations are the Korea International Cooperation Agency (KOICA) for the Korean Government and the Technical Education and Skills Development Authority (TESDA) for the Philippine Government.

On 6 February 2004, the ground breaking and cornerstone laying ceremonies were held. Key officials from both countries and stakeholders in Mindanao graced the occasion.

The construction, undertaken by Hanmi Parsons and Paradise Construction, Inc., commenced immediately. The Center composed of 7 buildings including a dormitory and the administrative building, complete with training equipment for the 7 training fields and office furniture, was completed in December, 2004.

Her Excellency President Gloria Macapagal Arroyo personally led the inauguration of the Center on March 8, 2005 together with the Korean Ambassador for the Philippines, H.E. Yu, Myung Hwan and Mr. Lee, Hyun Ju, Executive Director, KOICA General Affairs.
