Bulacan Agricultural Training Center is an institution accredited by TESDA that offers Technical and Vocational Education and Training Programs (TVET) under the Technical Education and Skills Development Authority (TESDA) and the Commission on Higher Education (CHED).

Bulacan Agricultural Training Center is envisioned to produce quality and competitive graduates in the field of agriculture, science, technology, vocational and other apprenticeable trades and occupations that will contribute manpower resources locally and globally.

Bulacan Agricultural Training Center shall develop quality human resources that will ultimately contribute to people empowerment, sustainable development of the country and global competitiveness.

To achieve institutional philosophy on excellence in the delivery of quality training and the following mission be realized.

Promote, establish and operate Training Center and/or institution in the field of science, technology, vocational and agriculture and occupations in which qualified and deserving individuals may be taught, developed and trained in a well-rounded theoretical and practical method.

Recruit, select and develop human resources in the fields of agriculture, vocational, science, technology and trades.

Develop individuals with right sense of professionalism in the performance of their work.

Conduct and sponsor other allied cultural, vocational and human development courses as may be suited to the current situation and needs of the country.

The idea of a training center was conceived to address two main issues of the dairy industry, namely:

The lack of trained dairy farmers whose traditional farming skills contributed significantly to the inability of the industry to increase its supply of dairy products which remained at one percent (1%) of total demand for over two decades.

The absence of a training school that could meet the growing demand, locally and abroad, for skilled dairy farmers.

On March 11, 2008, the Securities and Exchange Commission (SEC) approved the Articles of Incorporation and By-Laws of BULACAN AGRICULTURAL TRAINING CENTER, INC. under Company Reg. No. CS200803903. As a stock corporation, its authorized capital stock is Php1,000,000.00 divided into 10,000 common shares at Php100 par.

Its primary purpose is to promote, establish and operate training centers and/or institutions in the field of science, technology, vocational and other apprenticeable trades and occupations in which qualified and deserving persons may be taught, developed and trained in a well rounded, theoretical and practical method including on the job training so as to install the right sense of professionalism in the performance of their work; to conduct and sponsor other allied cultural, vocational and human development courses as may be best suited to the current situation and needs of the Philippines and finally to promote, establish, maintain and operate research centers, information and documentation facilities and experimental stations and lab oratories in any and/or all the sciences, especially the applied sciences, engineering, technology, education, training, labour relations and sociology.

On August 1, 2008, the Technical Education and Skills Development Authority (TESDA) granted BULACAN AGRICULTURAL TRAINING CENTER, INC. Certificate of TVET Program Registration No. WTR 8083032229. This certificate allows the Training Center to offer a program in LARGE RUMINANTS RAISING LEADING TO ANIMAL PRODUCTION NCII for a duration of 366 hours. The program covers the following:

• Practice career professionalism
• Practice occupational health and safety procedures

Common Competencies: Apply safety measures in farm operations

• Use farm tools and equipment
• Perform estimation and calculations

Core Competencies

Raise large ruminants

The Training Center’s line-up of trainors/lecturers are seasoned mentors whose academic qualifications, skills and experiences could ably address the needs of its trainees. Physical facilities include classrooms, dormitories, canteens and recreation hall complete with amenities. It also has a farm where cattle and buffalos are housed and grazed in a wide span of forage planted with different species of grass. A milking machine is in use while the silage is nearing completion. Farm equipments like tractors and chopper are kept in good condition to meet the needs of the farm and trainnes. An AI tank has been provided by the Philippine Carabao Center to service the breeding of the herd.

Adjacent to the Training Center is the processing plant where the milk gathered from the herd are processed into different dairy products and marketed locally. A state-of- the-art milk analyzer was recently procured to accurately analyze the quality of milk produced internally and sourced from outside.

Guidelines

• The participants must be at least a high school graduate. However the course requires at least a college graduate.
• Board and lodging are excluded in the tuition fee.
• Personal kit, uniform and others are shouldered by the participant.
• Training and observation tour requires group insurance which is paid by the participant.
• The participant must abide and follow the rules and regulation of the Training Center.

The cost of training and tuition fees may vary depending upon the specific course of interest and the school offering the training. Training centers also may have slightly different syllabus to teach to students in a class.
